Compliance requirements
The bidder must not be subject to the mandatory exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, enabling work for an illegally staying foreign national, illegal use of child labour, human trafficking-related offences, or tax, fee or environmental charge arrears. The bidder may also be excluded for serious or repeated breaches of previous public contracts or for providing false information about qualification. The bidder must confirm that none of these grounds apply.
Qualification criteria and exclusion grounds
The bidder must have, within the 60 months preceding the start of the procurement, at least three properly performed contracts for electrical construction works similar to the subject of the contract, including at least one contract valued at EUR 40,000 or more excluding VAT. A list of the contracts must be submitted, including the performance period, details of the other contracting party, including the client representative’s contact details, and, in the case of public procurements, the reference numbers. The contracting authority may request evidence of proper performance. In addition, the bid must comply with the tender documents and include the required price table. Before the opening of bids, the bidder must have in the EPP environment a person with valid switching authorisations, a person responsible for the work operation, and a person leading electrical works with a valid A-level competence or at least level 6 qualification. The bidder must also provide the signatory’s and contact person’s details and, if necessary, a power of attorney. If the bidder joins the contracting authority’s factoring programme, a 95-calendar-day payment term applies; otherwise the standard payment term is used.
