Compliance requirements
The machine-readable notice listed the standard exclusion grounds for criminal organisation, corruption and fraud. The bidder must answer the exclusion questions, and if an exclusion ground applies, it may provide evidence of self-cleaning where allowed by the tender documents or applicable law. The notice also refers to the usual tax and social security declarations and to the possibility of electronic evidence where available.
Qualification criteria and exclusion grounds
The bidder must submit the tender in the form required by the procurement documents and confirm that the bid complies with all tender document requirements. If equivalence is relied on, it must be explained and evidence of equivalence must be attached. In a joint bid, a power of attorney for the joint bidders must be provided. If the bidder relies on the capacities of other entities, this must also be stated in line with the tender documents. The required declarations and evidence concerning the supply chain and forestry certification must be provided where the pellet fuel, its producer or seller must be covered by FSC, PEFC, FLEGT or CITES proof, or by another equivalent certificate. The names and personal identification codes of authorised persons must be provided, or a confirmation that no such persons exist. The machine-readable notice did not include precise qualification or compliance requirements; these must be checked in the tender documents.
