Compliance requirements
The bidder must confirm that neither it nor the members of its management bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds listed in the tender documents. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The exact exclusion grounds and any acceptable evidence must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include at least two specialists with the qualification of certified road engineer, level 7, with specialisation in roads and the work area of traffic safety audit work or an equivalent qualification, or a higher qualification. For work beyond the limits of competence, a person with the relevant professional qualification must be involved and the work must be carried out under that person’s supervision and responsibility. The bidder must ensure the required team throughout the contract period and must provide the names, qualifications and professional certificate numbers of the competent persons in the ESPD. On the contracting authority’s request, copies of the professional certificates and education documents, as well as the responsible persons’ consent letters, must be submitted. In addition, the bidder must have properly performed at least three traffic safety inspection or audit contracts during the last 36 months. On request, the contracting authority must be given a list of completed contracts showing the subject matter, client name and contact details, performance period, value excluding VAT and the procurement reference number. If the bidder relies on the capacities of another entity, the details of that entity must also be provided. As compliance conditions, the tender must meet the tender documents, conditional tenders are not allowed, and in the case of a joint tender a power of attorney must be submitted.
