Compliance requirements
The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents. The compliance conditions nevertheless include a sanctions-related confirmation: the bidder confirms that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, or persons or entities more than 50% directly or indirectly owned by such persons or entities, or acting on their instructions. The contracting authority will reject a tender if the resulting contract would be void under the sanctions rules.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. The bidder passport contained no qualification or selection criteria. To make the tender compliant, the bidder must provide a confirmation that subcontractors or suppliers linked to the Russian Federation will not be used for more than 10% of the contract value. In addition, the offered semi-trailer must meet the listed technical requirements: an O4 category semi-trailer for a 6x2 truck, a refrigeration unit with a minimum power of 15,000 W, a ceiling air duct, telematics connection, a one-piece tail lift with a minimum lifting capacity of 2.5 tonnes and a length of at least 2000 mm, a steel tail lift, a liftable first axle, water drainage pipes, its own batteries and a separate cable to the tail lift with remote control operation, compatibility with a NATO plug, a battery charging station on the trailer, a pallet box, a spare wheel, an aluminium floor, an ATP/FRC certificate, three pairs of ship lashing points, support legs, compact rear lights with reversing light and fog light, additional side work lights, two rubber bumpers at the rear end, a fuel tank of at least 200 litres, and a 2-year warranty for the trailer, tail lift and refrigeration unit. The bid must also state the final price of the trailer including all accessories.
