Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with representation rights, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, child labour or other forms of human trafficking. Compliance with tax payment obligations must also be confirmed. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted.

Qualification criteria and exclusion grounds

The bidder’s average total annual turnover from all business activities over the last three financial years must be at least EUR 75,000 for the period 01/01/2023–31/12/2025. For the electrical works, a project manager must be involved who has at least one of the following: a valid B-level competence certificate, or a professional certificate at level 6 for an electrical engineer, or an equivalent qualification. If the professional certificate was issued in Estonia, the contracting authority will verify the qualification in the public professional register and no separate document needs to be submitted. The tender price must be submitted in euros excluding VAT on Form 2 and in the eRHR price form; it must cover all labour, materials, equipment and other costs needed to perform the works and will be final for the contract term.
