Compliance requirements
The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. For subcontractors, the first-tier subcontractors are also checked for exclusion grounds during contract performance.
Qualification criteria and exclusion grounds
The bidder must have professional liability insurance of at least EUR 30,000 and must confirm the existence of the insurance and the amount in the ESPD. Upon request by the contracting authority, the bidder must provide an insurance certificate or other suitable evidence. The persons responsible for service delivery must hold at least an arborist qualification at level 4 and a tree plant assessor qualification at level 5, or equivalent qualifications. The bidder must provide details of the persons responsible for the service in the ESPD, and the contracting authority may verify the qualifications throughout the procedure. The tender must comply with the procurement documents, be unconditional, and the price must be submitted in the required structure with unit prices and amounts in euros both excluding and including VAT. If subcontracting is used, the tender must also include subcontractor details and signed confirmations in accordance with the annexes.
