Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and terrorist offences, as well as any other exclusion grounds set out in the procurement documents. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning, if allowed by the procurement documents or applicable law. The bidder must also confirm that it does not use a subcontractor that would have to be replaced under the relevant law.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial or professional register of its country of establishment, if required by that country's law, and provide a valid registration certificate or copy if requested by the contracting authority. The bidder's average annual turnover for the last completed financial year before the start of the last three procurements must be at least EUR 140,000. A proof of professional indemnity insurance must be included with the tender. The tender must also include the project team and the forms required by the tender documents, including the joint tender confirmation if the bid is joint and the key person's employer confirmation where applicable. The exact team composition and the qualification requirements for each key expert must be checked in the tender documents; they were not fully set out in the machine-readable notice.
