Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that neither the bidder nor its managers or representatives have been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking, and other listed grounds if applicable. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice did not include any more precise exclusion requirements; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the qualification and compliance requirements set out in the tender documents. Financially, the bidder’s net turnover for each of the last two completed financial years before the start of the procurement must have been at least EUR 50,000. Professionally, the bidder must have completed at least 1 similar sales transaction within the 36 months before the notice date, with a value of more than EUR 20,000; similar transactions mean pellet sales with transport. The bidder must submit the contract details in the ESPD, including the contract partner, contact details, subject, value and validity period, and the procurement reference number if the contract was awarded through a public procurement procedure. For compliance, the bidder must submit a document proving that the offered pellets comply with EVS-EN ISO 17225-2:2021 or an equivalent standard, complete Form 3 for the price table, and submit Form 2 for participation together with the list of documents protected as trade secrets and the justification for that designation. The machine-readable notice did not include any other precise qualification or compliance requirements; they must be checked in the tender documents.
