Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the application for participation in the procurement procedure, an offer compliant with the technical requirements in Annex 1, product catalogues or other material describing the technical characteristics of the offered products, the offer price form in Annex 4, and, if requested, product samples. The bidder must have the right to represent and sell the offered products in Estonia and must provide a document from the manufacturer or the manufacturer’s authorised representative, or a copy of it. In the case of a joint bid, a joint-bid power of attorney and a confirmation of joint and several liability must be submitted. The bidder must confirm that the offer complies with the procurement documents and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
