Compliance requirements
The bidder must confirm the usual exclusion grounds, including that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, the use of child labour and other forms of trafficking in human beings, the commission of a terrorist act or offences linked to terrorist activity, or any other grounds listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning, where this is permitted. For subcontractors, first-tier subcontractors are checked during contract performance and they must also submit an ESPD.
Qualification criteria and exclusion grounds
The bidder must have properly completed at least 2 similar construction contracts within the last 60 months on a building or building complex with a closed net floor area of more than 1,000 m². Similar works are building erection, extension or full-building reconstruction works that also included roof structure construction or reconstruction works. The project manager must hold at least a level 7 certified construction engineer qualification, or an equivalent qualification, have at least 3 years of construction experience, and have experience on at least two construction or reconstruction projects for buildings with a closed net floor area of more than 1,000 m². The bid must include the project manager’s CV and a list of completed works, and where necessary documents proving equivalence. The bid must comply with the tender documents; conditional bids are not allowed; the price must be submitted in the prescribed form; and where equivalence is claimed, supporting evidence must be provided.
