Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with representation rights, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking, or any other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The exact exclusion grounds and any exceptions must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder’s team must include a responsible specialist holding road engineer qualification level 6 and the occupation of construction management. If the bidder relies on a specialist from another company, a written confirmation from that company must be submitted stating that the specialist is available, may be used, and will personally perform the required work. If the specialist is not an employee of the bidder or the relied-on company, an ESPD must be submitted for that natural person. The bidder must have at least two properly completed contracts from the 60 months preceding the start of the procurement, each covering resurfacing works of at least 3,500 m². Proper performance of the works must be evidenced. The bid must comply with all tender document requirements, and conditional bids are not allowed. The bid price must be submitted in the required structure and also in the separate price table. If needed, the exact form and evidence requirements must be checked in the procurement documents.
