Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences and related crimes, and other grounds listed in the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full set of exclusion grounds in plain text; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover for the last three completed financial years must be at least EUR 120,000. The bidder must have properly performed at least 2 design contracts similar to the subject of the contract during the last 36 months, covering buildings with more than 900 m² of enclosed net floor area. Similar work includes buildings under codes 11200, 11300, 12100 and 12200. The responsible person must hold the professional qualification of authorised architect, level 7, or an equivalent qualification. The bidder must provide that person’s name, contact details and qualification certificate details, and if the person does not live in Estonia or does not hold an Estonian certificate, a copy of the licence or proof of the right to perform the relevant design work in the country of residence must be submitted. The bidder may also need to provide additional information showing the link between the certified person and the bidder. The bid must be confirmed as compliant with the tender documents, and any equivalence must be explained with supporting evidence.
