Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud and the other grounds listed in the ESPD. The bidder must answer these questions with yes/no responses and, where applicable, provide the date of conviction, the reason, details of the convicted person, the duration of exclusion and information on self-cleaning measures. If a ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not fully set out all precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must form a project team of at least 3 members for contract performance. The team must include at least a project manager, an expert in digital competence, DigComp and competency models, and an expert in evaluation methodology and test development. The team must also cover user experience and accessibility, as well as knowledge of the Estonian public sector and digital state context. The bidder must submit team member details on the contracting authority’s CV form, with enough detail for the authority to assess experience and competence. The bidder must also provide a service delivery description covering its understanding of the tender objectives and outputs, methodology, work plan, schedule and risks. The bid must include the cost and workload split by work stage in the structure required by the tender documents. Negative or zero-priced items are not allowed. The bidder must confirm that the bid follows the required structure, that the bid is unconditional, and that the bidder will use only subcontractors and suppliers established in Estonia, another EU Member State, another EEA country or a WTO GPA country. The bidder must also provide the names and personal identification codes of any authorised persons not visible in the business register, or confirm that there are none. If the bid is a joint bid, a joint bidders’ power of attorney must be attached. The bidder must submit the service description, team CV forms and any other forms or confirmations required by the tender documents.
