Compliance requirements

The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences and related offences, as well as any other grounds stated in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and confirmations must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last 3 completed financial years must have been at least EUR 240,000 in each year. Within the 60 months before the publication of the contract notice, the bidder must have completed at least 1 reconstruction of a building intended for public use, with a net floor area of at least 300 m². The works may have started earlier, but must have been completed within the required period. In the case of a joint tender, it must be shown which works were performed by the bidder or joint bidder and in what volume. For direct performance of the contract, a team of up to 3 persons must be involved, with at least a construction engineer or site manager (level 6), a certified heating, ventilation and cooling engineer (level 7), and a certified electrical engineer (level 7), or equivalent professional qualifications. One person may cover all three roles if that person holds all required qualifications. The named persons must have the level of Estonian language skills needed for the tasks, or translation must be provided at the bidder’s expense if necessary. Before contract signature, the bidder must submit the persons’ details and documents proving competence. A power of attorney must be submitted if the signatory is not the legal representative, and in a joint tender a joint bidders’ power of attorney and confirmation of joint liability are required. The tender must remain valid for 3 months from the deadline for submission, and if successful the signed contract must be returned within 5 calendar days.
