Compliance requirements
The machine-readable notice contains exclusion grounds for participation in a criminal organisation, corruption and fraud, and likely other standard exclusion grounds in the ESPD. If an exclusion ground applies, the bidder may be allowed to provide evidence of self-cleaning where the notice or tender documents allow it. The exact exclusion grounds and any bidder declarations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have carried out at least 1 similar building design assignment as the main contractor during the 36 months before the contract notice was published. A similar assignment means design work for a building with a closed net area of more than 1,000 m², either for reconstruction or a new build, at least at preliminary design stage. The value of one such assignment must be at least EUR 30,000 excluding VAT. The bid must include the period, value, closed net area, intended use of the building and the client’s contact details. The bidder must have a project manager with at least level 7 certified civil engineer qualification specialising in building construction and authorised to prepare building design or manage design, or an authorised architect at level 7. In addition, there must be a responsible person in the heritage conservation field with a competence certificate for preparing conservation and restoration building design. The project manager and the heritage conservation responsible person may be the same person if that person has both competencies. Upon the contracting authority’s request, the successful bidder must submit the project manager’s and heritage conservation responsible person’s CVs, and if the qualification was obtained outside Estonia, evidence with an Estonian translation. The bid must comply with the tender documents; in a joint bid, a power of attorney must be submitted, and if the bidder relies on another undertaking’s resources, that undertaking’s consent must be provided.
