Compliance requirements
The tender notice includes the standard exclusion grounds for criminal organisation participation, corruption and fraud. The bidder or its management, administrative or supervisory body members, or persons authorised to represent or control the bidder must not have a final conviction within the last five years for these offences, unless the conviction has already expired or the tender documents allow self-cleaning and the bidder provides evidence of remedial measures. The notice also asks whether the bidder confirms that the contract award would not breach international or Government sanctions and that the offered service does not involve sanctioned persons, goods or services.
Qualification criteria and exclusion grounds
The bidder must submit at least two contracts performed between 1 January 2022 and the date of publication of the contract notice, each worth at least EUR 100,000 excluding VAT. In one requirement, each contract must have used the Java programming language as a technological component; in the other, each contract must have concerned information system development. If a contract started before 1 January 2022 or ends after the publication date, at least EUR 100,000 excluding VAT must have been performed during the relevant period. The bidder must provide a list of contracts with dates, values and the other contracting parties. If the bidder relies on another entity’s resources, it must also submit an ESPD for that entity, and the contracting authority will check that entity’s exclusion grounds and suitability. IT project managers must have higher education and at least 1,500 hours of experience in the role of IT project manager between 1 January 2021 and the publication date. System analysts must have higher education and at least 2,000 hours of experience in the role of system analyst during the same period. Developers must have at least 2,000 hours of experience in the role of developer on a Java project during the same period. Testers must have at least 600 hours of experience in the role of tester during the same period. All team members must have at least 1,000 hours of experience in IT development projects using either issue tracking and project management software, web-based corporate collaboration software, or time tracking and reporting software. The bid must include the required CVs and proof documents, including the IT project manager’s higher education certificate, the system analyst’s higher education certificate, and the CVs in the required form so that the contracting authority can verify compliance.
