Compliance requirements
The tender notice includes the usual exclusion grounds, including convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorism-related offences. The bidder must confirm the absence of these grounds and may, where allowed, provide evidence of self-cleaning. The notice also includes confirmation that no subcontractor subject to replacement under the relevant law will be used.
Qualification criteria and exclusion grounds
The bidder must show an average annual turnover of at least EUR 190,000 excluding VAT for the last 3 financial years ending before the start of this procurement, for the period 01.01.2023–31.12.2025. During the whole contract period, the bidder must involve a responsible person, i.e. a works manager, with at least the professional qualification ‘Construction works manager, level 5’, ‘Construction manager, level 6’ or ‘Construction engineer, level 6’, or an equivalent or higher qualification. If a foreign professional or activity licence is used, a copy of the licence or other proof of the right to perform the work in the country of establishment must be provided. The bidder must provide the responsible person’s name and professional certificate number, and the contracting authority may request additional evidence of the person’s link to the bidder.
