Compliance requirements
The tender notice includes the standard exclusion grounds for criminal organisation participation, corruption, fraud and other mandatory grounds. The bidder or its managers/representatives must confirm whether any such ground applies and, where applicable, whether self-cleaning measures have been taken. Precise exclusion grounds and any additional confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 2 automatic fire alarm system construction works in the 60 months before the notice was published, each worth at least EUR 80,000 excluding VAT. A client confirmation letter or other required proof must be submitted to show proper performance and the project characteristics; if the client is Tori Vallavalitsus, the confirmation letter is not required. The bidder must involve a specialist in design works holding the qualification ‘Fire protection systems designer, level 6’ or equivalent, and provide the team member’s name, personal identification code and competence details, together with supporting evidence if needed. If the bidder relies on another company’s resources, that company’s consent must be attached. If the bidder is registered in a foreign country, the contracting authority may request proof of authorised persons. The bid must comply with the tender documents, be unconditional, and any equivalence must be explained with supporting evidence. The bid price must be submitted in the required structure and Form 1 must be included. If the bid is joint, a joint bidders’ power of attorney must be attached. If the bid contains trade secrets, they must be justified; the bid price and other evaluation-related figures may not be marked as trade secrets.
