Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act. The bidder must confirm that none of the mandatory exclusion grounds apply to the company or to the persons covered by the rules, and that any required self-cleaning measures are disclosed if applicable. The machine-readable notice does not provide a complete list here, so the exact grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
Within the 36 months before the start of the procurement procedure, the bidder must have experience in at least one completed assignment in agriculture or horticulture and at least one completed assignment in greenhouse gas measurement. Completed stages of longer contracts or studies may also be counted if the relevant stage has been finished and accepted by the client.
The team must include at least four experts or researchers with a master's degree or an equivalent qualification in the following fields: climate science or greenhouse gas expertise, soil science or ecosystem expertise, horticultural science, and socio-economic analysis. The socio-economic analysis expert must be able to assess economic viability, regional impact and socio-economic effects, including employment and entrepreneurship, and must have experience in cost-effectiveness and comparative impact analysis.
In addition, the team must include at least one researcher with a doctoral degree or an equivalent qualification in agriculture, horticulture or natural sciences, or a researcher with at least five years of research experience in the subject area, who has published at least one scientific article related to the topic in an internationally peer-reviewed journal. This person may be one of the core team members or an additional member.
At least one team member must have experience in measuring and analysing greenhouse gas fluxes within the 36 months before the start of the procurement procedure, preferably in peatlands, wetlands or the land use and forestry sector. If the person was on parental leave during that period, the experience window is extended by the length of the leave.
The bidder must submit documents proving the team members' qualifications, a list of completed studies, a list of published works or articles demonstrating the team’s experience and competence with publication details and references, and a list of persons responsible for contract performance with their tasks and workload. If previous work was carried out under a public procurement contract, the relevant procurement reference number must be provided. Team members may be replaced during the contract only by a person with equivalent education and/or experience, and the contracting authority must be informed in advance in a form that can be reproduced in writing.
