Compliance requirements

The bidder must confirm the standard exclusion grounds in the tender documents, including criminal organisation, corruption and fraud. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice also requires confirmation that the bidder can provide proof of payment of social security contributions and taxes or allow the contracting authority to obtain that information directly from a free database.

Qualification criteria and exclusion grounds

The bidder must submit the forms and confirmations required by the compliance conditions. The bid must include the technical proposal in Appendix 1 in Word format, the bid price in Appendix 2 in Excel format, and the application for participation in procurement on Appendix 4, Form II. If the bid is submitted jointly, a power of attorney for the joint bidders must be attached in accordance with Appendix 4, Form I. The bid must comply with the procurement documents and, where necessary, include explanations and evidence of equivalence. Where the contracting authority refers to a standard, technical approval, process, trademark or similar basis, it must be understood as “or equivalent”. The bid price must be submitted excluding VAT and as the final amount for the contracting authority. The tender documents also include sanctions requirements: the bidder confirms that it will not use subcontractors or suppliers for more than 10% of the contract value who are Russian citizens, residents or entities established in the Russian Federation, or who are more than 50% owned by such persons or entities, or act on their instructions. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents.
