Compliance requirements
The tender documents include standard exclusion grounds based on final convictions, including participation in a criminal organisation, corruption, fraud and other mandatory grounds. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where allowed. The machine-readable notice does not provide a complete list here, so the official tender documents must be checked for all exclusion grounds and any recovery/self-cleaning rules.
Qualification criteria and exclusion grounds
The bidder must submit the required compliance confirmations: it must confirm that it has reviewed all relevant circumstances and conditions, accepts the tender notice and tender documents, and that the bid fully complies with them. The offered device must be new and meet the technical specification. The bid must remain valid for at least 3 months from the submission deadline. If successful, the signed contract must be returned within 5 calendar days after receipt of the contract signed by the contracting authority. If the bid is submitted by a representative whose authority is not evident from the register, a power of attorney must be provided. In a joint bid, a power of attorney for the joint bidders and ESPDs for all joint bidders must be submitted. The technical bid must state the manufacturer, model and all technical parameters. The offered device must have a warranty of at least 2 years, and during the warranty period technical support must be provided on working days by email with contact details. The total bid price must include transport and delivery to Nooruse 1, 50411 Tartu, Estonia, installation, commissioning and initial training for the contracting authority’s representatives. In addition, the bidder must confirm that the goods are not subject to international sanctions, that more than 50% of the ownership does not belong directly or indirectly to citizens or residents of the Russian Federation or entities established in Russia, that the bidder does not act under their instructions, and that it does not use subcontractors exceeding 10% of the contract value or rely on such entities’ capabilities for qualification.
