Procurement of mobile generators

The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption and fraud. The bidder must answer the exclusion questions, and if an exclusion ground applies, may provide evidence of self-cleaning where allowed. The notice also requires confirmation that the bidder is established in Estonia, another EU Member State, another EEA Agreement State or a WTO Government Procurement Agreement country.

The bidder must submit the tender in the structure required by the tender documents and confirm that the tender complies with all conditions in the procurement documents. If the bidder submits a joint tender, a power of attorney from the joint bidders must be attached. Where relevant, the bidder must explain equivalence and attach proof of equivalence. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. In addition, the names and personal identification codes of authorised persons must be provided, or a confirmation that no such persons exist.
