Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tender documents include the standard exclusion grounds for criminal organisation involvement, corruption, fraud and other mandatory grounds. If an exclusion ground applies, the bidder may be allowed to provide evidence of self-cleaning where the procurement rules permit it. The machine-readable notice does not provide a full list of all exclusion grounds, so the official tender documents must be checked.

Qualification criteria and exclusion grounds

The bidder must have completed at least two computer sales or rental contracts in the 36 months before the start of the procurement, with a value of at least EUR 40,000 per contract per year including VAT. References for at least two similar contracts must be provided, showing the contract value, period, place and client contact details. A technical offer describing all proposed computer systems in sufficient detail must be submitted, together with an indicative 48-month payment schedule and the price table in the required structure. If an equivalent solution is offered, equivalence must be explained and supporting evidence attached. If the bidder is a joint bidder, a joint-bid power of attorney must be submitted. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. Environmental requirements include a warranty, a REACH candidate substances declaration with evidence where required, and proof of the reuse and recycling service arrangement or an environmental permit for waste handling.
