Compliance requirements
The tender documents set out the standard exclusion grounds. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption and fraud. If an exclusion ground applies, the bidder may indicate self-cleaning measures where allowed by the tender documents or applicable law.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 similar building design assignment as main contractor within the 36 months before the contract notice was published. A similar assignment means design work for a residential, office, entertainment, museum, library, educational, scientific, hospital or other healthcare building with a closed net floor area of more than 800 m². The value of one assignment must be at least EUR 30,000 excluding VAT. The bidder must provide in the ESPD the contract period, value, closed net floor area, intended use and the other party’s contact details. For the project manager, the bidder must name a person with at least level 7 certified civil engineer qualification specialising in building construction and in preparing building design documentation or managing design, or a level 7 authorised architect, or an equivalent qualification. If the qualification was obtained outside Estonia, supporting evidence with an Estonian translation must be submitted. The successful bidder must provide the project manager’s CV on request. The bid must comply with the tender documents and, where necessary, evidence of equivalence must be attached. If the bidder relies on another undertaking’s resources, that undertaking’s consent must also be submitted.
