Compliance requirements

The tender documents set out the standard exclusion grounds, including criminal organisation, corruption, fraud and other mandatory exclusion cases. If an exclusion ground applies, the bidder may, where allowed, submit evidence of self-cleaning. The bidder must also confirm that neither the bidder nor, where relevant, the person whose capacity is relied on, has its place of residence or establishment in the Russian Federation or the Republic of Belarus.

Qualification criteria and exclusion grounds

The bidder’s net turnover in the part relating to valuation services must have been at least EUR 150,000 in each of the last three completed financial years. Within the 36 months before the notice was published, the bidder must have carried out at least 3 limited property-right valuation assignments and at least 5 valuation assignments for special-purpose properties such as hospitals, schools or manor houses. The bidder must involve at least 2 property valuers with at least a master’s degree or equivalent higher education, a professional certificate issued by the Estonian Association of Property Valuers at least at level 7 or equivalent, and experience of at least 3 limited property-right valuations in the last 3 years. The bidder must have a physical office or office premises in at least three different regions of Estonia, including the north, south and west or east regions; the office must be in Tallinn, Tartu and either Pärnu, Haapsalu, the Estonian islands, Narva, Jõhvi or Rakvere. If there is no physical office in the required region, the requirement may also be met through a specialist working in that region, but proof must be provided. The bid must include Form 2, Form 3, Form 4 with CVs and an education certificate, and Form 8 in the case of a joint bid. If the professional certificate was issued outside Estonia, a document from the competent Estonian authority confirming equivalence of the qualification must also be submitted.
