The bidder must confirm the standard exclusion grounds in the ESPD, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of trafficking in human beings. The bidder may have to provide evidence of self-cleaning where applicable. The notice also includes a sanctions-related confirmation that the bidder will not use subcontractors or suppliers subject to the listed Russia-related restrictions for more than 10% of the contract value, and that no subcontractor subject to replacement under Section 122(7) of the Public Procurement Act will be used.

The bidder must nominate a responsible specialist for site supervision who has a higher education in construction and at least a level 7 certified civil engineer qualification for supervision of building construction. The contracting authority checks professional qualifications and competence in the professional register or the TTJA certificate register. If a foreign professional certificate cannot be verified in public databases, a copy of the certificate must be submitted. The machine-readable notice did not include any other precise qualification or suitability requirements; these must be checked in the tender documents.
