The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences or other exclusion grounds listed in the tender documents. Where an exclusion ground applies, the bidder may submit evidence of self-cleaning if this is allowed by the tender documents. The tender also requires confirmation that no subcontractor subject to replacement under the applicable rules will be used in performance of the contract.

The bidder must be registered in the commercial register of its country of establishment or an equivalent register. The bidder must also have a total net turnover of at least EUR 250,000 per year in each of the last 3 completed financial years. For construction works, the bidder must have properly performed at least one similar construction contract as the main contractor within the 60 months before the start of the procurement. A similar contract means construction of a bus shelter or another publicly accessible building with at least the same net floor area as the subject of this tender.
