Qualification criteria and exclusion grounds
The tenderer’s net turnover for each of the last two completed financial years must have been at least EUR 60,000. If the financial year follows the calendar year, the relevant years are 2025 and 2024.
Within the 36 months before the publication of the contract notice, the tenderer must have completed at least one supervision services contract as the main contractor on a similar project. A similar project means at least one public building with a closed net floor area of more than 500 m². Public buildings include office, transport, entertainment, education, healthcare, welfare, sports and other public or state or local government buildings.
The tenderer must submit Form 1 with the list of contracts, including the names and contact details of the contract partners, the contract object, the building’s closed net floor area and the contract period. If the contracts were awarded through public procurement, the procurement reference number must also be provided.
The tender must also include Forms 2, 3, 4 and 8 as required by the procurement documents. For the responsible specialist, the tenderer must provide the details required in Form 4. The responsible specialist must hold at least the professional certificate “Diplomeeritud ehitusinsener, tase 7”, with specialisation in “Hoonete ehitus” and the selected competence “Omanikujärelevalve”, or an equivalent qualification. Basic qualifications based only on education are not considered equivalent. If the certificate was issued outside Estonia, the tenderer must also provide the document proving the specialist’s professional qualification and a document issued by the competent Estonian authority confirming that the foreign qualification corresponds to the required qualification.
If the tender is submitted jointly by several tenderers, they must appoint a representative from among themselves and submit a power of attorney and a statement on joint and several liability under Form 8.
The tenderer must confirm that neither the tenderer nor any person whose qualification is relied on is established in the Russian Federation or Belarus.
The tender must comply with the requirements set out in the procurement documents, and where necessary, supporting evidence explaining equivalence must be attached.
