The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also requires confirmation regarding payment of taxes and social security contributions.

The bidder must submit the vehicle technical requirements and tender form provided by the contracting authority, showing that the offered vehicle complies with all technical specifications and equipment requirements. The bidder must also provide information on the locations of service points and the providers of regular maintenance, emergency repair and warranty services. Maintenance and warranty service must be available at service centres in Tallinn, Tartu and Viljandi.
