Compliance requirements
The bidder must confirm that neither it nor the members of its management, representation or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. The tender documents also provide for the use of electronic evidence or register data, which must be checked if needed.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, if such registration is required there. For Estonia-based bidders, the contracting authority checks the register itself; foreign bidders must provide a certificate or copy proving the registration if required in their home country. The bidder must also have an average annual turnover of at least EUR 100,000 for the last three financial years ending before the start of the procurement. If the bidder has operated for less than three years, the average turnover for the operating period must be at least EUR 100,000. If the bidder submits an offer for several lots, the required turnover is cumulative for those lots. For technical and professional capacity, the bidder must have properly performed at least one contract for similar cleaning services within the 36 months before the start of the procurement, with a value of at least EUR 100,000 excluding VAT. This requirement may also be met by up to three separate contracts, provided their performance periods overlap by at least 12 months. Similar contracts are those for indoor cleaning services for care institutions, dormitories, accommodation and catering buildings, office buildings, commercial and service buildings, entertainment, educational, healthcare and other public buildings. The bidder must also have visited the contract performance sites in person before submitting the offer and signed the site-visit sheet in the presence of the contracting authority's representative. The offer must include the required price form and the total offer price without VAT. The offer security is EUR 1,000 and must be provided as a bank or insurance guarantee or by depositing the amount to the contracting authority's account. The guarantee must be valid for at least 3 months from the offer submission deadline and must be unconditional and payable on first demand under Estonian law.
