Compliance requirements
The bidder and its management bodies are checked against the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, and the use of child labour or human trafficking. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where allowed by the procurement rules or tender documents.
Qualification criteria and exclusion grounds
The bidder must have one fuel station in Jõgeva city or within up to 5 km of the city. The bidder must also hold a valid licence for selling fuel in Estonia by the time the contract is signed. The bid must be submitted in the required price form, and the bidder confirms that the offer includes all costs, including fuel delivery and handover at the bidder’s fuel station, as well as all taxes and payments required under Estonian law.
