The bidder must confirm that neither the bidder nor its management body members have been convicted for serious offences, labour-law violations, child labour or human trafficking related offences. The bidder must also have no outstanding state tax, fee or environmental charge debt and no sanctions-based prohibition on concluding the contract. The contracting authority may also exclude a bidder for bankruptcy, liquidation, professional misconduct, anti-competitive conduct, conflict of interest, serious past contract breaches, false information or tax offences. A standard confirmation of the absence of exclusion grounds must be submitted with the bid.

The machine-readable notice did not include any precise qualification or suitability requirements. The bidder must check the official tender documents. The tender documents also require the bidder to submit the form for the offered drinking water dispensers (RD Annex 2) and, if the bid is joint, a power of attorney for the joint bidders' authorised representative.
