Compliance requirements
The bidder must confirm that neither it nor the members of its management body have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm information related to payment of taxes and social security contributions and the absence of sanctions-related restrictions and Russia-related restrictions in accordance with the tender documents. The machine-readable notice did not include precise exclusion grounds beyond the above; these must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the confirmations required for participation in the procedure, including that it has reviewed the tender notice and tender documents, accepts all terms, and confirms that the bid is fully compliant. The offered equipment must meet all requirements in the procurement documents. The bid must remain valid for at least 3 months from the bid submission deadline. If the bid is successful, the bidder must agree to sign the contract and return the signed contract within 5 calendar days after receiving the contract signed by the contracting authority. If the bid is submitted by a representative without apparent signing authority, a power of attorney in the form required by Annex 2 must be provided. If the bid is submitted jointly, a joint bid power of attorney and confirmation of joint and several liability in the form required by Annex 3 must be provided, and ESPD documents must be submitted for all joint bidders. The technical bid must include all data needed to verify compliance with the technical specification, including the manufacturer, model and all technical parameters. The offered device must have a warranty of at least 2 years. During the warranty period, the bidder must provide technical support on working days by email and phone, with a troubleshooting time not exceeding 5 working days from receipt of the fault report. The bidder must also provide the manufacturer’s regular maintenance free of charge during the warranty period. The total bid price must include transport and delivery costs, including customs and similar charges, to Tartu University at Ravila 14b, 50411 Tartu, on-site installation, operational testing and initial training for the contracting authority’s representatives. The bid must also include the required business secret information, if any, and the bidder must justify any designation as a trade secret. The machine-readable notice did not include any precise financial turnover, reference experience, team, certificate or registration requirements beyond the above; these must be checked in the official tender documents.
