Compliance requirements
The exclusion grounds mainly concern final convictions for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, and money laundering or terrorist financing. If such a ground applies, the bidder may in some cases submit evidence of self-cleaning measures. The exact exclusion grounds and any possible self-cleaning conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least one public road construction design contract completed within the 36 months before the start of the procurement, with a value of at least EUR 30,000 excluding VAT. If the bidder relies on the capacities of another entity, the bidder must also provide the details of that entity. On request, the bidder must submit a client confirmation showing that the road construction design project was completed, with the contract completion date and the value excluding VAT, and that the contract was performed properly. The bidder should also provide the completed HD IV work handover and payment schedule in Excel format. If the bidder submits a joint tender, each joint bidder must submit a separate ESPD. The bidder must identify any persons authorised to represent or control the bidder who are not visible in the business register extract, or confirm that there are none.
