The bidder must confirm that neither it nor members of its management, supervisory or control bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground named in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm the sanctions-related conditions: it must not involve subcontractors or suppliers representing more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, or persons linked to them. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.

The bidder must submit the required technical description for the offered servers and the manufacturer's information material. The bidder must also provide proof of sales rights for the offered servers (sales authorisation and technical support). If the bid is a joint bid, a joint bidder power of attorney must be attached. The bid must include the required contact person details, including a 24/7 phone number where help and information can be obtained in Estonian. The machine-readable notice did not include any more precise qualification requirements; these must be checked in the tender documents.
