The bidder must confirm that neither the bidder nor its management, representative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, child labour or other forms of human trafficking. If such a ground applies, the bidder may submit evidence of self-cleaning measures where allowed. The bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value who are citizens, residents or companies established in the Russian Federation, or persons linked to them. In addition, the bidder must confirm that it will not use a subcontractor that would have to be replaced under Section 122(7) of the Public Procurement Act.

The bidder must be registered in the relevant professional register in its country of establishment. The bidder must also have submitted a business activity notice in the Estonian Register of Economic Activities for the activities "design" and "traffic management project preparation". The tender documents also require that the bid complies with the tender documents and that any equivalence is explained and supported by evidence where needed. If the notice or documents require any specific certificate, registration, experience, team member or other proof, it must be checked in the official tender documents.
