Owner supervision for reconstruction and construction of the water and sewerage infrastructure in the Rukkilille area of Harku small town

The contracting authority will exclude a bidder or joint bidder if the bidder falls under the exclusion grounds referred to in Section 95(1) or 95(4) of the Public Procurement Act. The bidder must submit Form 1 confirming the absence of exclusion grounds. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.

The bidder, the joint bidders together, or a subcontractor participating in the bid whose references are used to prove technical capability, must have completed and finished at least two contracts for construction and/or reconstruction works supervision as lead consultant during the 36 months before the start of the procurement. At least one contract must cover supervision of reconstruction or construction works for water and sewer pipelines, and at least one contract must cover supervision of construction, repair or reconstruction works for a public road. The bidder must also form a team of key experts for the work. The key experts may be the same persons if they meet several roles. Required experts are: an engineer/team leader with higher education and the professional qualification needed for pipeline construction supervision; a road supervision specialist with higher education and the professional qualification needed for road construction supervision; and an electrical supervision specialist with higher education in energy, electrical or automation engineering and at least an electrical Class B competence certificate. The bidder must submit the list of reference projects, the list of key experts, the experts’ CVs and education documents.
