Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible remediation must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may require proof of registration. For the goods contract, the bidder must submit samples, descriptions or photos of the offered products and, where required, authenticity certificates. The bidder must also provide the filled-in RHAD Annex 1 detailed price offer form, proof of representation rights from the manufacturer or authorised supplier for the offered product, and certificates/confirmations issued by Ulrich Medical showing that the product is suitable for use with the ULRICH INJECT CT MOTION CT automatic injector. If the law requires CE marking or a CE certificate, the bidder must submit proof or a copy of the certificate; if no marking obligation exists, the bidder must state this clearly. The bidder must also provide manufacturer-issued technical data sheets or catalogue extracts in Estonian or English proving compliance with the tender conditions.
