Compliance requirements
The bidder and its management bodies must not have a final conviction within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and all declarations must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder must have a net annual turnover from sales of incontinence products of at least EUR 95,000 in each of the last three financial years ended before the start of the procurement. The bidder must enter the turnover data in the ESPD and, if the data are not available from a public register, submit the annual reports or extracts for those three financial years on request. For the relevant lots, the bidder must also have completed at least two sales contracts for incontinence products within the last 36 months before the start of the procurement, each with a value of at least EUR 80,000 excluding VAT. The list must include the contract value, signing dates and the other party’s contact details; for public contracts, reference numbers must also be given.
