Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, or for any other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus, and that the same prohibition applies to any person whose capacity the bidder relies on.
Qualification criteria and exclusion grounds
The bidder must meet the financial and technical qualification requirements set out in the tender documents. In particular, the bidder's net turnover for each of the last two completed financial years before the start of the procurement must have been at least EUR 200,000. The bidder must also have completed at least one similar design contract during the 36 months before the publication date of the contract notice. A similar design contract means a contract where the bidder acted as main contractor, the designed building or building complex covered at least 500 m² of closed net floor area, and the design was carried out at least at preliminary design stage, including architectural, structural, building services (heating and ventilation, heat supply, water supply and sewerage), electrical installation (high-current, low-current and automation) and fire safety parts. The bidder must provide the contract details in the ESPD, including the contract partner, contact details, object, floor area and contract period; if the contract was awarded through a public procurement procedure, the procurement reference number must also be given. The bidder must involve a project manager with at least the professional qualification 'Diplomeeritud ehitusinsener, tase 7' with specialisation in building construction and competence in design management or preparation of a building design project, or an equivalent qualification. The bidder must also involve an architect with at least the professional qualification 'Volitatud arhitekt, tase 7' or equivalent. For direct design work, the bidder must involve specialists for heating, ventilation and cooling, and for structural design, each with the qualifications specified in the tender documents. If a specialist's qualification was issued outside Estonia, copies of the qualification document and a document from the competent Estonian authority confirming equivalence must be submitted. The bidder must complete the required forms 2, 3, 4 and 8 and confirm equivalence where applicable.
