Compliance requirements
The bidder is checked against the usual exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, child labour and human trafficking, and breach of tax payment obligations. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice did not include all precise exclusion details; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered as an undertaking and entered in the business register. In the ESPD, the bidder must confirm the registration and, if requested, provide evidence of registration. According to the compliance requirements, a joint tender must include a power of attorney from the joint bidders. When submitting the tender, the bidder must confirm acceptance of all tender document terms and submit the price table required in Annex 3. If the tender contains trade secrets, these must be marked and justified separately; the tender price and other numerical indicators used for award criteria may not be marked as trade secrets.
