Compliance requirements

The bidder must confirm that neither it nor its management or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing. The bidder must also confirm that none of the other exclusion grounds listed in the ESPD apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where this is permitted.

Qualification criteria and exclusion grounds

The bidder must have carried out at least 3 similar service contracts within the last 36 months. Together with the list of contracts, the bidder must provide information on their value, dates and the other contracting parties. According to the compliance requirements, the bidder must confirm that the tender complies with the procurement documents, submit the required bid price form, and attach a system presentation, architecture description, specifications of the servers and workstations, an implementation plan, a user manual for the main user, a training proposal for 118 users, and the contract performance schedule. In the case of a joint bid, a power of attorney for the joint bidders must be included. If equivalence is relied on in relation to standards or other requirements, it must be explained and evidenced where necessary.
