Compliance requirements

The bidder must confirm that neither it nor the members of its management bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Where relevant, the ESPD also requires details of electronically available evidence.

Qualification criteria and exclusion grounds

The bidder must have completed at least 3 software development and/or maintenance contracts in the last 36 months, with a total value of at least EUR 700,000 excluding VAT and with each contract worth at least EUR 200,000 excluding VAT. The bidder must provide a list of those contracts with the contracting party, value, signing and performance dates, and additional information where needed. If the bidder relies on the capacities of other entities, an ESPD for those entities must also be submitted. As compliance requirements, the bidder must submit a project plan, CVs of the team members and confirmations that the tender complies with all tender document requirements. The core team must include a project manager, analyst, software architect/developer, front-end software developer, tester, and UX and UI designer. The project manager must have participated in at least two agile software development or maintenance projects in the last 48 months, using JIRA and Confluence or equivalent tools; each project must have been completed for at least EUR 100,000 excluding VAT. The analyst must have at least 36 months of experience as a software analyst and experience in software solution analysis and participation in testing and deployment processes. The software architect/developer must have at least 36 months of experience and experience in server-side application development, Angular or Angular JS, PostgreSQL and API creation, preferably X-tee, as well as participation in testing and deployment. The front-end software developer must have at least 36 months of experience and experience with HTML, CSS, JavaScript and Angular. The tester must have at least 24 months of experience as a software tester. The UX and UI designer must have at least 36 months of experience; the UX and UI roles may also be covered by two people together. The bidder must also submit an initial work schedule with weekly precision.
