Compliance requirements
The bidder and its management bodies are checked for the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud and other convictions or offences listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must prove that, during the 36 months preceding the start of the procurement, it has properly performed at least two similar website development contracts. A similar contract means a development project in which a website was created from concept to a fully functioning solution. A list of completed contracts must be provided, including the description, contract and performance dates, details of the other contracting party, and the procurement reference number if available. The contracting authority may also request the client’s confirmation and additional explanations or evidence. In addition, the bidder must submit the tender with the required annexes, confirm that the tender complies with the procurement documents, and provide CVs for the team in the structure set out in Annex 6. The team must include at least two people across three roles; one person may cover two roles if they meet all requirements for those roles. If a team member is not an employee of the bidder, a confirmation of participation must be attached. The sample task must be submitted in the form described in Annex 5.
