Compliance requirements

Qualification criteria and exclusion grounds

The bidder must be entered in the business register or another equivalent register in its country of establishment, if such registration is required for its activity, and the contracting authority may request proof of registration. In the case of a joint bid, a power of attorney for the joint bidders must be submitted and each joint bidder’s share and responsibility must be explained. The tender must comply with the tender documents, include the required documents and be submitted in the required structure. The bidder must also confirm equivalence where an equivalent solution is offered to the requirements stated by the contracting authority. The bidder must confirm that undertakings with a place of residence or establishment in the Russian Federation or the Republic of Belarus do not participate in the procurement. The service team must include at least one person with either at least 5 years of experience in the technical management and internal logistics of a permanent opera and ballet theatre, or experience in the development of an opera house project from concept to completion as the responsible project manager, or as the client’s representative. The team must also include at least one architect with a professional qualification as an authorised architect, or equivalent, obtained in an EEA Member State or the Swiss Confederation, and prior experience as the responsible architect in designing a performing arts venue within the last 15 years.
