Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include the remaining exclusion grounds precisely; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the documents confirming compliance with the tender and complete the forms required in the tender documents. In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The tender must be submitted in the prescribed structure and conditional tenders are not allowed. The bidder must confirm that the goods offered are not subject to international sanctions and do not originate from sanctioned regions, and that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or undertakings established in the Russian Federation, or persons controlled by them. The price description table must be completed and all documents required in point 5 of the technical specification must be attached. The machine-readable notice did not include precise qualification or suitability criteria; they must be checked in the tender documents.
