Compliance requirements
The bidder must confirm that there are no exclusion grounds. The notice states that the contracting authority may exclude a bidder if the bidder or its legal representative has been convicted of certain offences, if the bidder has tax, fee or environmental charge arrears, if the bidder is bankrupt, in liquidation or subject to insolvency or liquidation proceedings, if its business activity is suspended, or if it has provided false or misleading information. Optional exclusion grounds also include serious breach of professional duties or ethics, conflict of interest, prior involvement in preparing the procurement, significant or repeated breach of previous contractual obligations, or attempts to influence the contracting authority or obtain confidential information. The contracting authority may request documents and check the information in public registers or from competent authorities.
Qualification criteria and exclusion grounds
The bidder must have at least one specialist responsible for the works, or a team of specialists, meeting the following requirements: a specialist for owner supervision of district heating pipeline construction with at least level 7 thermal engineering engineer qualification or equivalent, and knowledge and experience in owner supervision of construction or reconstruction of district heating systems; and a specialist for owner supervision of road construction works with the necessary competence or equivalent qualification. The same person may cover both roles if they meet both sets of requirements. To prove qualification, the bidder must submit copies of professional certificates, competence certificates or other equivalent documents. The bidder must also have at least two properly performed contracts in the 60 months before the procurement was launched, where the subject was owner supervision services for the construction or reconstruction of a district heating pipeline. A similar service means owner supervision on a site where the total length of the district heating pipeline was at least 1,000 metres. In addition, at least one reference project must have been carried out in a densely populated area and must have included the construction or reconstruction of at least 200 metres of district heating pipeline with a nominal diameter of at least DN200.
