Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, and the other RHS grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning where this is permitted. The exact exclusion grounds and any possible remediation conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 2 contracts in the last 3 years (36 months before the tender submission deadline) whose subject was the sale of a similar tractor. Together with the bid, the bidder must submit Form 2, the list of experience, showing the technical description of the deliveries, the contract date and the names of the clients. The bidder must have a maintenance team based in Estonia and a fully equipped service van that can perform tractor maintenance at the contracting authority’s premises. Together with the bid, Form 3, the maintenance team description, must be submitted. The bidder must also confirm registration in the commercial register and compliance of the bid with the procurement documents. If a joint bid is submitted, a power of attorney for the joint bidders must be attached. Exact technical requirements must be checked in the tender documents.
