Compliance requirements

The bidder and its authorised representatives must not have been finally convicted within the last five years of participation in a criminal organisation, corruption or fraud. If such a ground exists, the bidder may submit evidence of self-cleaning measures where this is permitted. The bidder must confirm that neither it nor persons acting on its behalf have committed corrupt acts in this procurement procedure. It must also be confirmed that subcontractors or suppliers representing more than 10% of the contract value will not include persons who are citizens, residents or undertakings established in the Russian Federation, or persons/entities more than 50% owned by them, or acting on their instructions. If the tender is submitted jointly, a joint-bidder power of attorney must be attached and each joint bidder must submit an ESPD. Exclusion grounds are checked separately for each bidder.

Qualification criteria and exclusion grounds

The bidder’s net turnover in the field of media services for each of the last three completed financial years before the start of the procurement must be at least EUR 400,000. Information on the period, turnover, currency and, where applicable, electronic evidence must be provided. Within the 36 months before the start of the procurement, the bidder must have performed at least 3 media campaign contracts involving digital media, outdoor media and radio. Each contract must have had a value of at least EUR 30,000 excluding VAT. If a contract continues after the tender submission deadline, qualification may be demonstrated for the part that has been delivered to and accepted by the client by the start of the procurement. Where needed, the bidder must provide the contract description, value, period, client details and other required evidence. The team performing the contract must include at least a project manager, a media planner and a digital media specialist. The contracting authority will check the work-experience requirement for the media planner and the digital media specialist, and standard CVs must be submitted for both. One team member may cover up to two roles, provided that the person meets the requirements for each role.
