Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, offences related to the commission of a terrorist act or terrorist activity, or any other exclusion ground named in the tender documents. If any exclusion ground applies, evidence of self-cleaning measures must be provided where permitted. For subcontractors, the control requirements set by the contracting authority during contract performance must be followed and the required information must be submitted.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 1 road and street maintenance contract completed within the 36 months preceding the start of the procurement, with a value of at least EUR 1,200,000 excluding VAT. The bidder must have the tools, equipment and machinery needed to perform the contract, or access to them, including spreaders, machines for spreading liquid chlorides, machines equipped with a reversible city plough, machines equipped with a road scarifying device, a motor grader of at least 16 tonnes, snow loaders, snow transport dump trucks, and machines suitable for snow and ice control in confined conditions. When submitting the tender, the bidder must confirm acceptance of all tender document terms, that conditional tenders are not allowed, and, where applicable, submit a joint bidders’ power of attorney and the consent of another undertaking if relying on another undertaking’s resources. If subcontractors are used, their names, contact details and information about their legal representatives must be provided no later than the start of contract performance.
